The Centre for Development and Empowerment of Women (CDEW) was established in February 2023, specifically to support victims of domestic violence. These centers aim to assist couples who are experiencing strained relationships due to marital discord, offering them a platform to openly discuss their problems and seek effective solutions. By providing a safe and supportive environment, CDEW aims to facilitate dialogue and promote understanding within families facing conflicts.

Following the Nirbhaya incident in New Delhi, the Central Government established the Nirbhaya Fund to provide financial support to states and Union Territories (UTs) for projects focusing on women’s safety and security in public spaces. Among the various initiatives conceptualized under the Nirbhaya Fund, the Safe City project has been sanctioned for implementation in eight metro cities, including Hyderabad, with the objective to create a safe, secure, and empowering environment for women in public places, allowing them to pursue opportunities without the fear of gender-based violence or harassment.
The Centre for Development and Empowerment of Women (CDEW) – Free Family Counselling Centre plays a crucial role as one of the key components within the Safe City Project. As part of this initiative, 27 new Family Counselling Centres have been established in the Tri-Commissionerate areas of Hyderabad, Cyberabad, and Rachakonda Police Commissionerates.

The Family Counselling Centres within the CDEW framework work towards empowering women and families, enhancing their well-being, and fostering healthy relationships.
CDEW – Family counselling centres are run by professionals and administered by the Women Safety Wing of Telangana Police.
Domestic violence refers to a pattern of abusive behavior in any intimate relationship or household setting, where one person seeks to exert power and control over another. It encompasses a range of abusive actions and behaviors that can be physical, sexual, emotional, psychological, or financial in nature. It is a violation of a person’s fundamental human rights and can have severe and lasting physical, emotional, and social consequences.
Physical violence or assault, such as hitting, slapping, punching, kicking, or restraining the victim.
Forced or coerced sexual acts, sexual assault, rape, or any other form of sexual coercion without the victim’s consent.
Non-physical forms of abuse, including intimidation, threats, humiliation, constant criticism, controlling behavior, isolation, gaslighting, and manipulation.
Controlling the victim’s financial resources, denying access to money, restricting employment opportunities, or using financial dependence as a means of control.

Dowry Prohibition Act is an Indian law which was enacted on 1st of May in the year 1961. This act was levied to prevent giving or receiving any form of dowry. The Dowry Prohibition Act was passed in the year 1961 which justifies the term ‘dowry’ which includes the property, goods, or money that is given by either of the parties who is engaged in the marriage. This can be given by the parents of either of the party or by anyone else who is in connection with the marriage. How to get service from CDEW- FCC : Clients will be encouraged to reach out to the CDEW Family Counselling Centers through various channels. The primary source includes contacting the nearest Police Station, Women Police Stations (PS) and reaching out to nearest CDEW centres in person along with the police petition.

The Centre is specifically designed to assist married women who are victims of domestic violence. Any married woman experiencing abuse, whether physical, emotional, or financial, can seek help from the Centre.
Yes, it is mandatory to visit the police station and report the issue with the police station, then get the petition number and acknowledgement to visit the CDEW FCC Center for counselling.
